What is PMO Service (Atypical Operations Support)?

PMO Service is a representative/support service for the PM and/or PMO of projects that are part of non-regular operations.
In the majority of Japanese organizations, the project team is made up of employees with other roles and responsibilities and it is often difficult to assign staff with appropriate and deep experience - resulting in a sub-optimal structure for project progress.
Further, it is often the case that the aims and targets of the project members and stakeholders are not aligned, which can damage not only project management but also prevent the attainment of acceptable ROI.
In order to prevent such outcomes, expert PM (Project Management) which takes into account the unique characteristics of the project is essential.

According to Gartner "The role of PMO from the start to the end of an IT project is similar to that of an air traffic control tower. Effective PMO is situated at a high-level in the organization hierarchy and takes the place of the priority setting IT governance committee in managing the project charter management process. Further, in cooperation with the architecture team and project lead, it fulfills the role of selecting the project 'flight path' (M. Light, 10/10/2009: Flight Path Orchestration): Thus, the strength of the PMO is essential for the success of the project (airplane).
